DIALOGUE

Building Consensus Through Dialogue

Sustainable peace and democratic governance require meaningful dialogue among state authorities, political actors, civil society, academics, community leaders, and representatives of diverse ethnic and religious communities. The Decentralisation Program for Peace and Democracy (DPD) provides a neutral platform for stakeholders to exchange ideas, address shared challenges, and explore practical pathways towards inclusive and decentralised governance.

 

Recognising that some societies affected by conflict are shaped by ethnic, religious, and regional diversity, DPD Program promotes constructive engagement based on mutual respect, evidence-based discussion, and international experience. Through dialogue, we seek to build trust, reduce political polarisation, and encourage collaborative approaches to governance that strengthen social cohesion while respecting local autonomy. 

Webinars

Our webinars aim to bring together scholars, policymakers, practitioners, and civil society representatives from around the world to explore the theory and practice of decentralisation. They will examine successful governance models, lessons from conflict-affected societies, constitutional reform, power-sharing, local governance, and democratic participation. They will also provide opportunities for participants to ask questions, exchange perspectives, and engage with internationally recognised experts. 

Workshops

DPD workshops provide interactive forums where participants can develop practical knowledge and policy solutions. Through collaborative exercises, case studies, and group discussions, workshops explore how decentralisation can help address governance challenges, reduce tensions between communities, improve public service delivery, and strengthen democratic institutions. Participants are encouraged to share experiences from their own countries while learning from successful international examples.

 

Roundtables

Our roundtables are designed as focused, interactive forums for policymakers, researchers, community representatives, diplomats, and civil society organisations to examine specific governance challenges. Through candid discussion and the exchange of diverse perspectives, participants can explore new ideas, identify common ground, and consider practical policy options. These dialogues aim to generate policy recommendations for a range of stakeholders, including community representatives advocating for decentralisation, governments, and relevant international bodies and organisations. 

Learning from International Experience

The programme draws on historical and contemporary experiences of decentralisation in countries that have managed diversity through democratic governance. Comparative case studies offer insights into constitutional design, regional autonomy, fiscal decentralisation, minority protection, humanitarian intervention, and mechanisms for peaceful conflict resolution. These lessons help inform locally appropriate solutions while recognising that every society has its own political, historical, and cultural context. 

Our Approach

Dialogue is not simply about discussion. It is about building understanding, fostering cooperation, and developing practical solutions. Through webinars, workshops, and roundtables, DPD seeks to promote decentralisation as a democratic framework that can prevent conflict, encourage inclusive governance, ensure a balanced distribution of political power, and contribute to lasting peace and political stability.
